Governor Body - How it works

Each maintained school must have a governing body established in accordance with procedures laid down in legislation.

Governing bodies have existed in some shape or form for hundreds of years. However, it was the 1986 Education Act which laid down the current composition which saw an increase in the number of parent governors and also gave governing bodies a share in important decisions about the school. The 1986 Act also provided for governors to receive training and report annually to parents about their work.

Subsequent Education Acts have given greater autonomy to schools and increased the roles and responsibilities of governing bodies.

How are governing bodies made up?

·      Parent governors - elected by parents of pupils at the school;

·      Staff governors - including the Headteacher and other school staff elected by teachers and staff working at the school;

·      Local authority governors - appointed by the local authority;

·      Community governors - persons from the local community chosen and appointed by the governing body

How do governing bodies work?

A governing body works closely with the head teacher and makes decisions collectively as a team. It conducts most of its business through meetings, making use of relevant papers and guidance and advice from the head teacher.

How long is the term of office?

All governors serve for a four year term but may resign mid-term if they choose. Staff governors must resign their governor post if leaving the school but parent governors, should their child leave the school, do not have to do so.

What do governing bodies do?

The governing body is responsible overall for the conduct of the school and must conduct the school with a view to promoting high standards of achievement. It should fulfill its functions in a mainly strategic way. Broadly speaking governing bodies have responsibilities in the following areas:

·      Setting targets for pupil achievement at appropriate key stages in the curriculum;

·      Deciding, with the Headteacher, how to spend the school's budget;

·      Making sure that the National Curriculum is provided

 Finance and General Purposes Committee

The Finance and General Purposes committee like all of the committees has its own remit. They support the Head Teacher in managing the school budget and make decisions on how best to spend the allocation of money it receives. Decisions include areas such as what aspects of the buildings should be improved next and how best to expand the ICT provision throughout the school. This committee is also responsible for health and safety issues and the buildings in general.

  • To consider and monitor the school development plan and ensure that priorities are reflected inthe annual budget.
  • To consider the budget allocation from the LA and approve the budget for the financial year on behalf of the Governing Body.
  • To monitor spending against the agreed budget by examining financial statements during the year.
  • To consider the outturn position for the school.
  • To monitor the allocation of the Pupil Premium.
  • To consider medium term forward planning.
  • To vire between budget headings as follows:

a)      for individual virements to a maximum of £5,000 during the course of the year this be delegated to the Headteacher in consultation with the Chair of Governors.

b)     for items of expenditure larger than £5,000 be referred to the Chair of the  General Purposes Committee or Vice-Chair of Governors for their approval.

  • To ensure/review best value questionnaire.
  • To advise the governing body on the school’s charging and remissions policy.
  • To determine the charges for lettings.
  • To determine a financial procedures policy and to monitor its implementation.
  • To review the audited accounts of any private school funds.
  • To manage and enter into on behalf of the governing body and any contracts for work in line with the Local Authority’s related standing orders.
  • Day to day management of the budget to be delegated to the Headteacher.
  • To determine the staffing levels and annual teaching staff establishment in consultation with

     Pupil and Personnel Committee.

  • To liaise with the LA in order to maintain/improve the building with the budget set by the governing body.
  • To liaise with the site supervisor in order to maintain/improve the standard of hygiene and cleanliness within the budget allocation.
  • To liaise with the grounds maintenance contractor in order to maintain/improve the grounds within the budget allocation.
  • To consider cost, prioritise and make recommendations on the long-term care and improvement of the buildings, grounds, furniture and fittings.
  • To consider and report to the governing body regarding health and safety matters.
  • To ensure implementation of the Health and Safety Policy Statement.
  • To ensure implementation and consider risk assessments in school.
  • To determine a financial procedures policy and to monitor its implementation.
  • To review the Statement of Internal Control to reflect guidance issued by DFE.
  • To ensure that the Local Finance procedures are in place and reviewed by the committee every 2 years.
  • To receive changes to the scheme for Financing Schools to be reviewed every 2 years.
  • To receive benchmarking data on expenditure on an annual basis.
  • To ensure that a Financial Management Competencies Matrix for Governors is completed.


Pupils and Personnel Committee

This committee handles all of the staffing issues within school and consequently its members make up interview panels when new staff are appointed. They also look after the well being of children in school such as child protection, behaviour and personal development.


  • To determine staffing levels and annual teaching staff establishment.
  • To determine staffing structure which will identify the number and deployment of posts.
  • To be responsible for considering, amending and adopting policies and procedures to comply with the new employment legislation.
  • To advise the General Purposes Committee regarding resources in respect of pupils and personnel.
  • To ensure that procedures are in place with regard to employment policies and to ensure that they fit into the overall school development plan and whole school pay policy.
  • To ensure that proper recognition of equal opportunities policies are maintained thus preventing discrimination.
  • To monitor attendance of pupils
  • To receive reports in respect of workforce remodelling.
  • To receive reports on roles and responsibilities of staff.
  • Consider amending and adopting policies and procedures to comply with new employment legislation.
  • To review the Whistleblowing Policy on a 3 year cycle.
  • To review and recommend the Performance Management policy and carry out any necessary consultation with staff.
  • To receive reports on performance management.
  • To monitor the School Improvement Plan.
  • Review and consult accordingly on the annually written statement of general principles of pupil discipline and report their recommendations to the full Governing Body.
  • To ensure that the Self Review Audit Report for Safeguarding and Child Protection is completed and submitted to the Governing Body on an annual basis.
  • To monitor the use of the Pupil Premium in supporting all pupils who are subject to family poverty
  • To review attendance of pupils on a termly basis with attendance governor attending any attendance related case conference.
  • To review the Home School Agreement and ensure that appropriate consultation is carried out with parents.
  • To review the school prospectus and ensure the inclusion of information on the school’s website.
  • To receive reports on communications with parents including consideration of any analysis of questionnaires to parents.
  • To monitor the development of Extended Schools.
  • To review the School Self Evaluation Form (SEF) as it relates to the committee.
  • Review and monitor exclusions.
  • To consider decision of the Headteacher to exclude a pupil for more than fifteen days in one term or to permanently exclude a pupil.

**    To implement the Governing Body's pay policy for all staff and production of salary statements for teachers and leadership group posts as required by law.

**    To review the pay of leadership group posts and other posts within the school in accordance with statutory criteria for the time being in force.

Raising Achievement Committee

The Raising Achievement Committee was deliberately named by the governors so that it clearly showed that the school is rightly focussed on the standards that children achieve. In many aspects this committee has the biggest task as all issues to do with teaching and learning, the standards that are attained by children are presented to this group. The committee members do not need an educational background to be able to make sense of the information given to them as the Head Teacher ensures that it is presented in an easy to understand format.

  • To advise the Governing Body in establishing The Learning and Teaching Policy and review annually the Curriculum Policy statement.
  • To advise the Governing Body in establishing policy statements for sex education, religious education and collective worship.
  • To liaise with the Headteacher over the preparation of the School Improvement Plan and monitor its implementation.
  • To monitor and review the curriculum provision in school.
  • To consider and monitor the impact of staff policies/decisions on the curriculum.
  • To monitor theimpact of the Pupil Premium on children’s learning and raising standards.
  • To advise the General Purposes Committee of resources in the various curriculum areas.
  • To review and approve annual school achievement targets and monitor the targets throughout the year.
  • Review and approve curriculum policies on behalf of the Governing Body on a rolling programme.
  • To review and monitor the ethos and school mission statement.
  • To receive internal and external monitoring reports on curricular areas.
  • To consider RAISE on line report.
  • To review the School Self Evaluation Form (SEF) as it relates to the committee.
  • To hear any complaints against the curriculum.
